The proposed bill on electronic documents

The Government of Serbia has adopted the Bill on Electronic Documents, Electronic Identification and Trusted Services in Electronic Commerce that allows electronic documents to be recognized in the same manner paper documents are, and also different levels of identification of a natural person and legal entity.
According to the announcement released after the Government session, the law regulates electronic signature, electronic stamp, timestamp, electronic delivery and electronic document storage, which will allow a simpler and cheaper use of qualified electronic certificates, electronic document exchange and destruction of paper documents when it is provided with qualified electronic storage services.
“At this point, more than 100 regulations are focused on the necessary use of a paper documentation, as the only recognized way to carry out a procedure, a conclusion of a legal transaction or as a means of providing evidence. This prevents the implementation of existing and the adoption of new regulations on electronic documents, electronic signatures, and e-government, “the statement said.
It is also stated that the adoption of the law on electronic documents, electronic identification, and trust services in electronic commerce is the first step in improving the regulation of electronic business. Following this law, the adoption of 17 bylaws defines e-identification, e-delivery, e-preservation, e-signature in “Cloud” and other trust services in e-commerce and the establishment of a network of trusted service providers.
” The adoption of this law created the basis for the establishment of a modern electronic administration in the Republic of Serbia, which will provide citizens with faster and more efficient services and easier communication with state elements from home and through mobile phones,” the announcement reads.
